Probably depends on what you want to spend.
If budget is big, Salty's Seafood Grill has a great atmosphere, beautiful views of the river and good food.
If budget is more limited, try Old Town Pizza. Funky atmosphere, more laid back than a more formal restaurant and definitely keeps the prices down. Just beware of the garlic coming back to haunt you later in the evening.

Dinner @ Papa Haydn (Locations NW and Sellwood) Classic Movie after @ Cinema-21 (Are they still there? I left PDX in 1986.) Spanish coffees after @ Hubers. Between the strong alcohol, elegant surroundings, and lovely blue flames, you should rate at least an even break. . .

I think Ringside on Burnside is a great place. Its comfortable and the food is fantastic. Another place is Genoa's on SE Belmont. Bon Apetit

If for dinner the Country Kitchen is great food, reasonable cost, and private.
